Notice is hereby given by the City of Weirton, Brooke and Hancock Counties, WV that a Public Needs Meeting will be held on Tuesday, December 16, 2025, at 2:00 p.m., prevailing time, in Room 201 of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062.  The Weirton Municipal Building is accessible to persons with physical disabilities.  If special arrangements are needed to accommodate residents attending the public hearing, please contact Ms. Risha Marple, Program Manager, at 304-797-8500 extension 1019 or rmarple@cityofweirton.com to make those arrangements. The telephone number for persons with hearing impairments is 7-1-1.

The purpose of the Public Needs Meeting is to gather information for the City’s FY 2026 Annual Action Plan and invite citizen comment on the community and economic development, housing, and fair housing needs of our community and how those needs may be addressed with financial resources available through the City’s federally funded Community Development Block Grant (CDBG) Program, Section 108 CDBG Loan Guarantee Program, and the Northern Panhandle HOME Consortium’s HOME Investment Partnership (HOME) Program during Fiscal Year 2026, which begins July 1, 2026 and ends June 30, 2027.   Please note this Public Needs Meeting is intended to obtain citizen recommendations on the allocation of CDBG, Section 108 CDBG Loan Guarantee, and HOME funds during Fiscal Year 2026.  It is not a forum for public service agencies to apply for funds.

Application packets for not-for-profit organizations and public service agencies seeking CDBG funds for FY 2026 will be available beginning Monday, December 1, 2025 at the Planning and Development Department, 200 Municipal Plaza, Weirton, WV 26062 or by emailing Ms. Risha Marple, Program Manager at rmarple@cityofweirton.com.  The deadline to submit a complete not-for-profit or social service agency CDBG funding request application to the Planning and Development Department is 4 p.m., prevailing time, on Wednesday, January 7, 2026.

Based on 2025 federal allocations, the City of Weirton anticipates receiving an allocation of approximately $392,987.00 in CDBG Entitlement funds, and a portion of the Northern Panhandle HOME Consortium’s anticipated allocation of approximately $293,744.00 in HOME funds. These amounts are preliminary and are subject to the U.S. Department of Housing and Urban Development’s (HUD) entitlement award computations.  To receive those funds, the City of Weirton must prepare an Annual Action Plan for the use of Federal funds.  At least 70% of CDBG funds must benefit low- and moderate-income persons living in the City of Weirton.  The City invites residents, local agencies, and interested parties to have the opportunity to become involved in the planning process.

The following types of activities may be eligible for funding under the CDBG program: acquisition of property; disposition costs; construction/reconstruction of public improvements and public facilities (including the removal of architectural barriers); demolition and environmental clean-up; public services (that are new or a quantifiable increase in the level of service); interim assistance; relocation payments for persons displaced as a result of a CDBG activity; rehabilitation of houses; special economic development activities; special activities undertaken by a community based development organization; homeownership assistance for purchase; planning; environmental; review; program administration; audit; and other miscellaneous activities.

If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement.  Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of the expenditure of CDBG funds.

All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the needs of the City of Weirton and the use of CDBG Program, Section 108 CDBG Loan Guarantee Program, and HOME Program funds to address those needs during the 2026 Fiscal Year.  Written comments may be submitted to ATTN: Ms. Risha Marple, Program Manager, Planning and Development Department, City of Weirton, 200 Municipal Plaza, Weirton, WV 26062 or by email to rmarple@cityofweirton.com
