About the Department

The Department of Building Inspections & Code Enforcement is responsible for the city-wide review and inspection of property to assure compliance with the State of West Virginia and the City of Weirton Building and Property Maintenance Codes. The Department also enforces the City of Weirton’s Codified Ordinances including the Unified Development Ordinance. The Department is under the direction of Code Official, Nick Stewart and under the jurisdiction of Planning and Development Director, Mark Miller. 

Personnel 

Nick Stewart, Code Official 

Nick serves as Department Head of Code Enforcement and Inspections. Nick is the Chief Enforcement Official enforcing the city ordinances, while ensuring compliance with city policies, codes, and regulations while following the 2018 International Code Council standards. Nick presides over all inspectors and staff within the department. 

Mikeal Maguschak, Operations Coordinator

Mikeal provides essential support in the coordination, administration, and execution of department activities and initiatives. His role ensures efficient operations within the department, facilitates communication between stakeholders, and assists in the implementation of planning initiatives and code enforcement activities. Mikeal is also a member of the city web administration team working with the City IT Administrator and City Manager's office to maintain the city website. Mikeal is a certified Notary Public for the State of West Virginia. 

Pam Fair & Amber Walker, Building Permit Technician Clerks

Pam and Amber enforce the permits of the city while accepting complaints and provide administrative services to the Inspections and Planning & Development Departments. They queue and issue all building and zoning permits, demolition permits and all other permits required by city ordinance. Pam is a certified Notary Public for the State of West Virginia. 

Rod Rosnick, Building Plans Examiner

Rod reviews all plans and blueprints provided to the department to ensure that the submitted plans are in compliance with the law. The Reviewer provides insight on projects and attests approval before building permits for structural projects can be issued. 

Inspectors 

Our Inspectors enforce the city ordinances, while ensuring compliance with city policies, codes, and regulations while following the 2018 International Code Council standards. They perform the inspections required to determine compliance with all laws and regulations.
