Ward IV - Council Member

Councilman Stead is a lifelong resident of Weirton, WV. A 1987 graduate of Weir High School, Rick has a Bachelor of Arts Degree from West Virginia University, an Associate’s Degree in Police Science from Marshall University, and attended the West Virginia State Police Academy.

Currently, Councilman Stead is employed by the Jefferson County General Health District as the Public Health Emergency Preparedness Coordinator / Emergency Response Coordinator and is one of the leads for the Jefferson County Healthcare Coalition and Medical Reserve Corp.

Previously, Councilman Stead served twenty-five years as a member of the Weirton Police Department before retiring at the rank of Captain in May of 2019. While serving on the police department, Rick was a member of the Hancock, Brooke, Weirton Drug Task Force, a road patrol officer, a firearms instructor and an investigator and Commander of the department’s Special Response Team. Prior to being on the Weirton PD, Rick was a member of the West Virginia State Police.

Councilman Stead has been actively involved in the community since 1994, mainly as a coach. Rick began coaching the Weirton Termite Basketball League and since has coached at St. Paul’s School, Madonna High School and at Hancock County Schools as a middle school, junior varsity and varsity coach for football, track, and girls’ basketball. For the past ten seasons, Rick has been the Varsity Girls Basketball Head Coach at Weir High School taking the team to the AAA West Virginia Girls Basketball State Tournament in March of 2024.

Councilman Stead is the father of two daughters Raegan and Bailey Stead.
