NEW BUSINESS 1. Resolution Authorizing Sending TIF Project Application to the West Virginia Development Office and Providing that the Project Would Not Reasonably be Expected to be Completed Without the use of “TIF”
It was moved to accept this resolution by Councilman Dalrymple and second by Councilman DeMasis.
Councilman Moore commented that he can guarantee that those four companies will not be looking at Weirton unless this project is completed.
The motion was carried unanimously.
2. Ordinance Establishing Stop Sign at the Intersection of East Street and Cove Road. (Emergency)
It was moved to accept this ordinance by Councilman J. Miller and second by Councilman DeMasis.
Councilman Moore asked that this ordinances effective date be changed to an Emergency Reading. It presently reads that “Said amendment shall be effective immediately upon passage of the second reading of this Ordinance”. This would be amended to read, “Said amendment shall be effective immediately upon passage of this Ordinance”.
Councilman Veltri second this amendment to the original ordinance.
The motion was carried to accept the amendment to the original ordinance unanimously.
It was moved by Councilman J. Miller to accept the original ordinance as amended and second by Councilman Dalrymple.
The motion was carried unanimously.
3. Ordinance Establishing “No Parking” Zone on Owings Street, from North 10th Street to North 12th Street, on the South Side. (Emergency)
It was moved by Councilman Moore to accept this ordinance and second by Councilman DeMasis.
Councilman Moore moved to amend the ordinance effective date. To propose that that date to change from “Said amendment shall be effective immediately upon passage of the second reading of this Ordinance” to “Said amendment shall be effective immediately upon passage of this ordinance”.
It was moved to accept this amendment and second by Councilman DeMasis.
The motion was carried unanimously.

4. Ordinance to Rescind Ordinance 503 Prohibiting “No Left Turn” from the Freedom Place High Rise. (Emergency Reading)
It was moved by Councilman Kondik to accept this ordinance and second by Councilman Veltri.
Councilman Moore has concerns about rescinding this ordinance. He feels there is limited sight distance with the light at Mario’s and the bend starting just past the car wash. There is a limited sight distance to see the cars pulling out from Freedom Place and making a left turn across two (2) lanes of traffic. They have no details as to why this was decided upon to rescind this ordinance. He would like to table this vote until someone from the Traffic Commission can provide them with substantial information as to why they would want to do this.
Mayor Miller commented that part of the reason behind this ordinance was that, at this point in time, there is a five (5) lane highway now in place. When this ordinance was put into place, years ago, this was only four (4) lanes. Essentially they can go back to the Traffic Commission and have them restudy this.
Councilman Moore expressed his concern about them crossing over two (2) lanes of on coming traffic.
Councilman Veltri asked what Councilman DeMasis recommended, and he said that he did that. He has done it and he would do it again. He said that there is no problem there!
Councilman H. Miller responded to this discussion that an emergency reading must have a 7-0 vote. So, he suggests that it be tabled and investigate it further, because he does agree with Councilman Moore that it is a dangerous situation.
It was moved by Councilman Moore to table this ordinance and second by Councilman J. Miller.
The motion was carried with a 5-1 vote with Councilman DeMasis opposing and Councilman Kondik had left the meeting early.
5. Ordinance to Install Stop Signs at the Intersections of Millsop Drive and Parkview Drive on Parkview Drive.
It was moved by Councilman Moore to accept this ordinance and second by Councilman Veltri.
Councilman Veltri expounded on the location of Parkview Drive, which is in the new Subdivision, across from Starvaggi Park.
The motion was carried unanimously.
6. Ordinance to Install Stop Sign at the Intersection of Starvaggi Drive and Millsop Drive on Millsop Drive.
It was moved by Councilman Veltri to accept this ordinance and second by Councilman J. Miller.
The motion was carried unanimously.
