COUNCIL MEETING - SPECIAL

 

MARCH 20, 2007 5:00 P. M.

 

A special meeting of the Common Council of the City of Weirton, Hancock and Brooke Counties, West Virginia was held on Tuesday, March 20, 2007 at 5:00 P.M. in Council Chambers of the City of Weirton Municipal Building.

 

Mayor Miller called the meeting to order.

NEW BUSINESS

 

 

Resolution

APPROVING CITY OF WEIRTON 2007-2008 FISCAL YEAR GENERAL FUND AND COAL SEVERANCE BUDGETS

 

Motion was made by Councilmember J. Miller, second by Councilmember DeMasis.

 

Councilmember Kondik commented, “I’d just like to thank Valarie and her staff for all of the hard work that they put into this.  And, I didn’t realize it, but it seems like yesterday, but, we’ve been together for eleven years.  This is our eleventh…”

 

Ms. Means commented, “Yes, we have George.”

 

(Laughter)

 

Councilmember Kondik commented, “So, I’d just like to thank you for all of your hard work, and all of your staff.”

 

Ms. Means commented, “Actually, I have to say this budget process went pretty smooth.  There wasn’t a whole lot in there to work with, but we had some good special surprises to our benefit, so it helped us out.”

 

Councilmember Moore commented, “I would like to highlight a few things.  One, there’s an additional firefighter in this budget.  Two, there’s an additional police officer in this budget.  Three, this council maintained their commitment to the capital (unintelligible).  Four, we added $50,000 to the rainy day fund while keeping a quarter million dollar contingency available for unforeseen…”

 

Ms. Means commented, “Plus, you’re using your two-dollar fee for paving, for the paving program still.”

 

Councilmember Moore commented, “Indeed, matched for the $800,000.00 that Senator Bowman got us for the streetscape on Penco Road.  He matched that to bring in roughly a million dollars at a cost to the city of $160,000.  So, there’s leveraging on our dollars to get the most out of the funds that we have.”

 

Mayor Miller commented, “Those are good points Councilman Moore.”

 

The motion passed by majority, 7/0.

 


Resolution

TO AUTHORIZE THE CITY MANAGER TO APPLY FOR GRANT TO PROVIDE DIGITAL CAMERAS FOR POLICE CARS.

 

Motion was made by Councilmember Kondik, second by Councilmember Veltri.

 

Councilmember Moore commented, “I guess, Gary, we received this grant.  What’s the timeline on it?  When will we here?”

 

Mr. DuFour commented, “It’s a grant from the Governor’s Department of Highway Safety.  The timeline is application by April 13th.  (Unintelligible)  We would be able to buy the seven video systems for our line cruisers.  Chief, did I get that right please?”

 

Chief Scott commented, “Yes.  After this is done, we got to fill out the paperwork to apply to get the information to the Governor’s Highway Safety Committee.  We are looking at seven digital cameras.  There are three companies that the State leasing uses.  We are sitting down and trying to figure out which one will be the best for us.  They are digital cameras.”

 

Councilmember Moore commented, “OK.  These are in addition to the cameras that we authorized in the budget from the coal and severance budget?”

 

Chief Scott commented, “Yes, sir.  A short explanation on that is that we looked at it initially to see if we could do away with those.  Short story, we’re going to a different system which is a digital system.  We need ten video cameras for our fleet.  So, that will put us where we are supposed to be.”

 

Mayor Miller commented, “Which means, how many total?”

 

Chief Scott commented, “Total?  Ten, within the next year.”

 

Councilmember Moore commented, “Three, we’ve already budgeted from coal severance, and we’re asking for a grant for the additional seven.”

 

Chief Scott commented, “Yes, sir.”

 

Councilmember Moore commented, “And, when will we know if we’ve received the grant?”

 

Chief Scott commented, “We have the grant sir.”

 

Councilmember Moore commented, “We have received it?”

 

Chief Scott commented, “So, it’s already worked out.”

 

Councilmember Moore commented, “We’ve been authorized…”

 

Chief Scott commented, “Vivian, who was the representative of the West Virginia State Highway Committee up to this last week.  We have been awarded the grant.  Several of the other local agencies have also received grants.”

 

Councilmember Moore commented, “And, how much was each camera?”

 

Chief Scott commented, “Total, forty-eight, right off the top of my head, approximately forty-eight hundred dollars.  The entire grant is just over $33,000.”

 

The motion passed by majority, 7/0.

 

RESOLUTION TO AUTHORIZE CITY MANAGER TO APPLY FOR A GRANT TO PROVIDE DIGITAL CAMERAS FOR POLICE CARS

 

 

 

 

            WHEREAS, the City Manager has recently determined that the West Virginia Department of Transportation, Division of Motor Vehicles, has made available a grant for the purchase of digital cameras in the various communities and counties for the purpose of installation in City and County patrol cars; and,

 

            WHEREAS, the City Manager believes that Weirton may be eligible for at least seven (7) of these cameras, which will be distributed under this Grant; and,

 

            WHEREAS, Council is of the mature opinion that the receipt and installation of such cameras would be beneficial for the city; and,

 

            WHEREAS, application for said Grant must be made by April 13, 2007.

 

            NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF WEIRTON, HANCOCK AND BROOKE COUNTIES, WEST VIRGINIA, THAT the City Manager is hereby authorized to prepare and sign an Application with the West Virginia Department of Transportation, Division of Motor Vehicles for the purpose of seeking a grant for at least seven (7) digital cameras for mounting in patrol cars of the Weirton Police Department.
